Heroes Acre -- Monumental Frieze

As a means of capturing key points about the war for liberation, the frieze divides into three zones, each with its own subject. At the left appears the guerillas receiving weapons, and at the right we have the forces of Smith's UDI regime brutualizing the people. These two scenes frame a scene in which someone speaks to the people. What is he saying, and why did the artist put this scene in the center? [GPL]
